LED Lighting for stairwell - advice needed

Hi there

I'm looking for some guidance on the following little (guessing its a little project) so that I can light up a stair case.

The idea is that if either an infrared sensor was broken at the top or bottom of the stairs then the LED lights would be illuminated for 20 or so seconds then turn off. I have been looking into possibly using either the flexible LED Strips for this. I understand that these LED strips generally run off of 12v so a power source would be required but if at all possible I'd love to have these lights on from "dusk till dawn" for safety but thought of a way of doing is was to have the 12v PSU source plugged in a dusk till dawn power adapter so it only alows power through when light source is deminishing.

I am not electronically minded and would like to hear of any possible isues or solutions to my project that I may be missing. All comments whether good or bad is appreciated.
